A framework for good public administration

The Principles were first developed in 2014 to set out in practice what a well-functioning public administration looks like. A revised edition was published in November 2023 that updates the framework in line with the most recent standards and practices.

Casebook: Public Procurement Law in Practice (May 2024)

This material translates the EU public procurement legal framework into practical case-studies using real-life judgments from the Court of Justice of the EU. It was designed to help practitioners in SIGMA partners understand and implement public procurement processes according to EU standards, in this way enhancing transparency, efficiency, and compliance in public procurement.

Increasing the impact of supreme audit institutions through external engagement, SIGMA Paper No.69

Supreme audit institutions (SAIs) are a critical part of public accountability systems. They ‘watch’ over governments’ use of public money and report about it publicly, helping to increase transparency. This paper explores European SAIs’ practices on communication, co-operation and collaboration with external stakeholders –including citizens– to increase the impact of their work.

Parliaments and evidence-based lawmaking in the Western Balkans, SIGMA Paper No.68

Parliaments have a unique role in ensuring that adopted laws, regardless of who initiated them, are evidence-based and fit-for-purpose. This paper examines how laws are planned, initiated, prepared, scrutinised and evaluated by the parliaments of six Western Balkan administrations, providing key findings and recommendations on planning and implementing future reforms.

Towards a sustainable quality management approach in the EaP Region – 27-29 February 2024

SIGMA and GIZ continue collaborating in 2024 with a series of events designed to promote public administration reforms in the Eastern Partnership Region through the strategic implementation of the Common Assessment Framework (CAF). The first stage was co-organised with ReSPA in Montenegro, where participants shared experiences from countries in the Western Balkan region and EU.

High-level conference on challenges in delivering effective audits of state budget accounts

The event was organised on 28-29 February in Budva by SIGMA and the State Audit Institution of Montenegro under the auspices of the Network of Supreme Audit Institutions of Candidate and Potential Candidate Countries, with 12 Supreme Audit Institutions and five Ministries of Finance participating.
